ABOUT HINDI CELL
The Hindi Cell established in the Central University of Kerala stands for the guidance and monitoring of the implementation of Official Language Policy of the Union Government in the University. The Cell started functioning in the year 2012. It helps the University to implement the Official Language Policy, Official Language Act 1963, Official Language Rules 1976 and all other regulations and instructions issued by the Union Government from time to time. A Hindi Officer and a Hindi Translator are looking after the activities of the Hindi Cell in the University.

The Official Language Implementation Committee (OLIC) meetings are regularly conducted every quarter to discuss the status of the OL implementation in the University. The minutes of the meetings and the quarterly reports are submitted to the Ministry of Home Affairs, Ministry of Education and the UGC regularly. The University implements the instructions / suggestions related to official language, issued by the Ministries, Department of Official Language and UGC time to time.
All Degree Certificates of the University are issued bilingually. All the stationeries such as letter head, file folders, registers, forms etc. used in the University are prepared in bilingual form. The Cell helps and monitors the preparation of all boards, rubber stamps etc. in trilingual/bilingual form as per rules.
The Cell conducts Hindi Workshops for the employees regularly for improving their working knowledge of Hindi.
ACHIEVEMENTS
- The Hon’ble former Vice-Chancellor Prof. H. Venkateshwarlu ji has been appointed by the Department of Official Language, Ministry of Home Affairs as the Chairman of the Town Official Language Implementation Committee, Kasaragod.
- As per the decision of the Official Language Implementation Committee of the University, the Department of Hindi had introduced a Hindi Certificate Course for the CU Kerala Employees and the first batch of the same is completed.
- The Central University of Kerala received RAJBHASHA VISHISHT SAMMAN award from Parivartan Jan Kalyan Samiti, Delhi in 2016 for the commendable steps taken for the implementation of the Official Language Hindi.
- Dr.T.K.Anish Kumar, Hindi Officer received RAJBHASHA HINDI GYAN RATNA award in 2016 from Parivartan Jan Kalyan Samiti, Delhi
- The Hindi book titled JANVADI CHETNA AUR SWATHANTRYOTTAR HINDI NATAK by Dr.T.K.Anish Kumar, Hindi Officer received RASHTRIYA HINDI SAHITYA SAMMELAN award for best criticism in the year 2014.
OBJECTIVES
- The Cell carries out the work related to the compliance of Official Language Policy and Rules.
- Ensuring compliance of Annual Programme and Check points regarding Official Language.
- Organizing quarterly meetings of Official Language Implementation Committee.
- Collection and submission of Quarterly, Half yearly and Annual Reports pertaining to the progressive use of Official Language Hindi.
- Carrying out the administrative translation work.
- Maintaining the University website in bilingual form.
- Preparing the Annual Report, Annual Accounts, Ordinances etc. of the University in bilingual format.
- Advertising of the job notifications, admission notifications etc. in bilingual format.
- Organizing Hindi Workshops for the staff.
- Organizing Hindi Fortnight Celebrations every year
- Organizing Hindi competitions for the staff and students
- Encouraging the staff for increasing Hindi correspondence in the University
- Encouraging the Noting and Drafting in Hindi.
- Encouraging the staff for doing entries in Hindi in the registers used in the University.
- Implementation of Incentive Scheme for doing maximum work done in Hindi.
- Ensuring the printed materials/boards/stamps/visiting cards etc. in bilingual/trilingual form as per rules.
- All other works related to the Official Language Hindi.
Official Language Implementation Committee(OLIC)
For the effective implementation of the official language in the University, an Official Language Implementation Committee(OLIC) is constituted under the Chairmanship of Hon’ble Vice-Chancellor.

Town Official Language Implementation Committee (TOLIC)
As per the Order dated 10.08.2021, of Department of Official Language, Ministry of Home Affairs, Chairmanship of Town Official Language Implementation Committee, Kasaragod is handed over to the former Vice-Chancellor of Central University of Kerala, Prof. H Venkateshwarlu and Central University of Kerala is the Controlling Office. Dr. Anish Kumar T.K , Hindi Officer is the Member Secreatary of TOLIC.
The functioning of the TOLIC is to promote progressive use of Official Language, to analysis implementation of Official Language Rules and to remove difficulties for implementing Official Language Rules etc. in Central Government Offices, Banks, Public Sector Undertaking etc.
The first meeting of TOLIC is scheduled on 22 October, 2021 and on this occasion former Member Secretary of TOLIC, Smt. K Sreelatha formally handed over charges of TOLIC to the Hon’ble Vice-chancellor. In this connection a Hindi Workshop on ‘Importance of Official Language Implementation’ was organized for the Heads of all the Member Offices of the TOLIC.
Short Term Hindi Certificate Course
As part of the Official Language Implementation, the Central University of Kerala conducts a Short Term Hindi Certificate Course for the CUK employees (teaching and non-teaching) under the Department of Hindi. The duration of the course is three months. Classes will be conducted from 4.30 pm to 5.30 pm on every Monday, Tuesday and Wednesday in the Department of Hindi. The main objective of the course is to promote Hindi language among the University community and to equip the employees to use the Hindi language in the official purposes of the University. The course includes Conversation in Hindi, Noting and drafting in Hindi, Unicode typing, Important Rules pertaining to Official Language Implementation etc. The total number of seats is 20.
An employee who has studied Hindi as a subject/medium of study at least up to high school level OR who declares himself/herself that he/she is able to read and write Hindi can join the course.
